Adapted Physical Education (APE)

"Adapted Physical Education is the art and science of developing and implementing a carefully designed physical education instructional program for an individual with a disability, based on a comprehensive assessment, to give the individual the skills necessary for a lifetime of rich leisure, recreation, and sport experiences to enhance physical fitness and wellness." — (Auxter, Pyfer, & Huettig, 2001)

Child Find

You may not have heard of the Child Find mandate. It’s a legal requirement for schools to find children who have disabilities and need services. Identifying these kids is an important first step toward getting them the help they need to succeed in school. Child Find is part of a federal law called the Individuals with Disabilities Education Act (IDEA). This law protects the rights of students with disabilities.


Dyslexia - Regional

Region 10 ESC's Dyslexia Program provides both regional and state assistance to districts, charter schools, universities, parents, service centers, and other entities in the area of dyslexia. Dyslexia is a specific learning disability that is neurological in origin. It is characterized by difficulties with accurate/or fluent word recognition and by poor spelling and decoding abilities.

Early Childhood Special Education (ECSE)

Early Childhood Special Education (ECSE) provides many supports and opportunities for Local Education Agency (district and charter schools) staff who provide educational services for children ages birth through five with disabilities.


Evaluation - Special Education

Region 10 has gathered together a team of professionals to support LEA staff who are responsible for conducting Full and Individual Evaluations (FIEs) for students who may have a need for special education instructional and related services. This team is responsible for providing professional development and technical assistance to LEA staff in need.

Inclusive Services and Practices

In accordance with the Individuals with Disabilities Education Act (IDEA) of 2004, schools are responsible for providing students who are receiving special education services the opportunity to participate in school through the least restrictive environment (LRE). Building a shared responsibility for student learning requires all educators, general and special, to collaborate while implementing various instructional strategies to meet the needs of all students in the classroom. 


Occupational and Physical Therapy Services

Under the Individuals with Disabilities Act (IDEA), occupational therapy and physical therapy are considered as related services.  Related services are those that are deemed necessary for a child to make progress on goals/objectives. Intervention in the education setting is not provided to remedy dysfunction under IDEA, but instead to help the student achieve his/her learning and participation goals.  Schools are responsible only for those services necessary for the student to make progress in his/her special education program.

Section 504

Section 504 is a federal law designed to protect the rights of individuals with disabilities in programs and activities that receive Federal financial assistance from the U.S. Department of Education (ED). Section 504 provides: "No otherwise qualified individual with a disability in the United States . . . shall, solely by reason of her or his disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance . . . ."  U.S. Dept. of Education - Office for Civil Rights

SPEDTex provides information and resources that can help parents understand their child’s disability, their rights, and responsibilities under the Individuals with Disabilities Education Act (IDEA), and facilitate collaboration that supports the development and delivery of services to children with disabilities in our state.

Special Education Charter School Programs

This program provides assistance to charter schools in providing a free and appropriate education for students with special needs. Technical assistance can be provided through consultation by phone, email, fax or written correspondence.  In addition, Region 10 ESC assists with monthly charter school special education administrators meetings and other services.


Special Education Leadership & Compliance

The Special Education Administrative Support Team provides technical assistance and professional development for local district and charter school Special Education Administrators. Team members serve as the first point of contact for districts and charter schools seeking information or support related to the IDEA-B federal application process and other areas of state and federal funding.

Speech Language Pathology

This program provides coordination and technical assistance for individuals who work with students who have speech-language disorders and their parents at no cost. One of the major roles of this program is to provide quality staff development that facilitates service delivery to students who have communication disorders. Another key function is to provide quality training that will enable licensed speech pathologists to remain current in their knowledge and skills as well as obtain the continuing education hours required for annual licensure renewal.


Visually Impaired Services

At Region 10, ESC, the Visual Impairments Program supports:

  • Students birth through 22
  • Training for families of students with visual impairments, vision professionals, and supervisors
  • Coaching assistance in the area of Active Learning for students with complex needs
  • Organization and support for Expanded Core Curriculum (ECC) events
  • Training and supports for students who are Deafblind
